Patras and teleporting style Wizzrobes always animate extremely fast. Is there any way to slow them down? F. Rate doesn't appear to do anything, they're just always set to light speed.

Please send me the quest file in which this occurs. They seem fine to me, but I haven't looked at the NES Patra or Wizzrobe in a long time.

Do you have the quest rule "New Enemy Tiles" checked?

The animations seem consistent with the NES. I'm unsure what is happening in the specific quest; or if this is a feature request.

Patra animation speed IIRC is hardcoded.

Animation speeds that have an editor field not respecting that editor field definitely feels like a bug.

Other than walking enemies, many enemy classes ignore user-set values

Take a look at Hunger.

Until I see what the OP's quest looks like, where they move 'light fast', it's hard to say what's happening.
