Does the questfile have to be unpassworded? Do there have to setup instructions? Would that apply only for enemies, or also any other types of submissions? Maybe that could be clarified in the rules.

The unpassworded quest file was always a rule with EotM. But I should update this rule to be consistent with some of the other rules.
If you feel your submission is inappropriate for sharing. It doesn't have to be unpassworded. All this really matters if you want your submission to be shared and used by others. If not, then these rules don't matter. When making submissions, you can just leave a message with your submission if you want your submission to be used by other people or not.

Just updated the rules to address Avataro's questions except for one question because that should be obvious. But to clarify, it doesn't matter if it's an enemy or puzzle, if your intent is to share it for public use, why wouldn't it have setup instructions or a means for people to comfortably use them in their quest.
Remember, some of these rules like unpassworded quests were already existing rules. The new rules were added to cater towards people who feel their creations are far too hardcoded and specific for public use.
