You can either give that as an item in Init Data, or you can assign it in a string control code, all without scripts.
IMO, the actual 'scroll' item is idiotic. (e.g., Don't put it in a shop.)
I advise also giving the player a L1 Charge Ring in Init Data, so that you can control the time that it takes to charge the spin attack, and to fine-tune it.

If you give it in init data, I might suggest taking it out of the subscreen (if that doesn't mess anything up; I don't see why it should, but I forget). Just because the player might be confused where it came from. Not that important, but still
