Frame throttle sets the fps to 45 on my machine. Is there any way to change frame throttle intensity or make 2.10 use vsync instead or am I stuck playing The Hero of Dreams at 75% speed.
2.10 runs at 45 fps.

If you're using 2.10 for Hero of Dreams, that shouldn't be necessary. Shoelace updated the quest to be playable in 2.50, so it should work in newer versions. While the database page tells you to play it in 2.10, that really isn't feasible any more as 2.10 doesn't get along with modern Windows. If you find a way to make it work though, do share.

I heard that there were problems with a certain item in 2.50,but I guess those forum threads I saw were old af. Thanks for the info Moosh.

The level 3 entrance used to be broken in 2.50 before the quest was updated. Shoelace fixed that. There was also a compatibility issue that rendered the final boss unbeatable at one point. That should be fixed by newer versions of ZC. If you find any new compatibility issues, file a bug report in the ZC dev Discord server.
