I have heard of people giving TP as a present before. The person that gave it as a gift worked at a place that made it though, so she got it for free. I'm not sure if it was for a special occassion, or just a gift with no reason.

Why, when doing it... I simply blast it all out onto the toilet paper. It saves me from making a mess and wasting time cleaning it up.
