Yes, Best tile editor is the person who makes the best tiles and best Zquest editor is the person who makes the best quest. Not to be confused with "Person who know ZQuest best". That is for the person who has the best tricks up their sleeves.
But, if you could, could you nominate some one for all (or atleast most) of the categories. You could edit my double post to make it easier. (that's why I put it there. )
And, yay! BH4 gets it now. (you just had to have nominees didn't you )

#3-Okay, by craziest member, I don't mean like, mental institution crazy. Wait, yes I do. What it is, is the person that just acts crazy. But, not actually crazy.
#5-Strange member is about the same. Just, the person who acts strangest.
#9-Annoying Member: I didn't mean this like, ban annoying, but maybe, someone here that just "gets under you nerves".
#13-I think I see what you mean by 13, but that's not what it meant to mean. It's meant to be, who will most likely say "Bye!" To this place by 2004. Not, banned, not be here by 2004.
Did that clear any of it up?
And, Matt, no you can't vote for yourself. This was more of something to save me and you, time. I wouldn't take any nominations from people that go:

3: Me
And so on. That would be wasting my time, and your time because they won't be added. I added that rule to do prevent that.
