I want to make a game that has new areas to explore after you beat it. Is this possible?

Sure it is. The conditions for when the game is "beaten" are up to you. Some quests just use the Zelda flag to end, others will have a custom ending scene and credits. Doing it the second way you can easily hide a carryover secret that opens up new paths.

You might be able to make any square with the Zelda flag also be a step->secrets combo, and use carryovers for other rooms. Don't know if that would work, though.
EDIT: Do quests have a 'beaten' flag inbuilt? For some reason I assumed they did, but I've never read anything about it. Also, does the game save once you beat Ganon?
If so, then my method might work. Could make it better by making the step->secrets change the combo you're standing on to one with a Zelda flag., just to make sure that the secrets actually occur.

I definitely know that the game saves after you get the Zelda flag ending.
