You need to set up a layer screen and place skeletons on that screen. Summoners will randomly choose enemies from those listed on layer screens to summon.

You can also use Shot Type: Summon and select the enemy id which you want to summon (The enemy id is when you go to the enemies list and you can see like #78 so that is the number you put into the enemy data for the summoner wizzrobe to summon the enemy which has that #)

Summoning is treated as firing its weapon. So as an example, if you make a wizzrobe, teleporting wizzrobes summon every time they teleport, while floating wizzrobes teleport every time you're in their line of sight. With other enemies, firing (or summoning in this case) depends on the halt rate. Most enemies can only fire while not moving, so the halt rate, how often they stop moving, is also how often they'll fire.

If it helps, you can set the teleport delay for wizzrobes, but all that does is increase the time the wizzrobes aren't there. AFAIK, there's no way (in 2.50.2 without scripting at least) to change how long each appearance is (which annoyed me when I made a wizzrobe boss once :P)
