For just a single tile page, you click export in the tile editor. To export the entire tileset, you click File->Export->Tiles.

Er... Yeah, they do. I use those functions literally all the time. Are you actually putting in a file name when you export?

The entire tileset should export to a .til file. You can import this using File->Import>Tiles.

The single page should be a .png file, and I forget exactly how you import those. Might be grab in the tile page, but I can't remember.

If it isn't letting you type a name, try rebooting ZQuest. I know I get that issue in the player sometimes where I cannot use the keyboard in the pause menu at all for some reason (which does prevent entering cheat codes), though resetting fixes it every time.

I get the same issue sometimes, actually.

Also, note that you have to type the name at the top of the prompt window, not at the bottom like with most other programs.
