Description:
The items assigned to the X/Y buttons are not cleared after resetting the system, persisting until ZC is closed. This allows it to carry over between different quest files.

This likely indicates that the variable(s) associated with those slots are not being cleared on questload. In theory, those values should be being saved to the save file, and loaded on loading a save, nuked to a null value on creating a new save. Don't expect it to be THAT bad to fix.

It does not get cleared when making a new save. Tried that.
