So I've been unemployed and freshly graduated for the last 3 months living in a city with mostly DoD work (in software) and I occasionally deal with unsolicited calls from recruiters... Most of which are Indian.

I gotta say... They really stress me out.

I put a ton of energy into being nice to them (I wouldn't be surprised if I exploded at some point in the future, but that's besides the point), but it ends up being very frustrating anyway when it's so difficult to understand their accents over the phone. What's weird is that I either get no calls from any Indian recruiters in one day... Or I get multiple calls from Indian recruiters on the same day. It's almost like they only work once every other week and they all work on the same days.

Does anyone relate?

Can't say that I can relate to your situation. I don't think I've gotten a call similar to what you have. My only thing is I get a call every once in a while from... someone?? I have no idea who they are, as they don't leave their name or agency/business name in the voicemails. I refuse to answer the phone for unknown numbers, and I certainly am not going to call some unknown person back either. Anyways, it kind of sucks that you keep getting that. I used to work with people from India, and they can be quite tricky to understand in person, much less over the phone... with their accent being so strong.

If someone I don't know calls my house and I don't want to talk to them, I hang up.

I don't answer calls from unknown numbers, but that's because I'm never expecting calls from unknown numbers so it's almost certainly a telemarketer. I just look up the number online and block it if it's a spam caller.

I can relate.

I work for such a company and they staff for Fortune 500 companies.

Goos opportunities to get your foot in the door at these places but the contracts start as temporary. There is a chance that they will keep you full time.

I have this thing called "trucaller" on my phone which tells me exactly who, or what company is calling, and if others have reported them as spam. What's funny is, it says my bank is spam, probably cause they call people about credit card debt or something.

I have a few Indian friends, so I'm fairly good at understanding the accent, but I can see how over the phone it can be hard.
