I made a new bush tile and assigned it as bush-next. My goal for this bush is to always drop nothing, but changing the drop set number in attributes doesn't change anything. Are tiles assigned as bushes hard wired to always drop rupees or hearts? I know I can just change the tile to none and have it change to a stump under combo, but then I don't get the cool animation of the leaves flying away.

There should be a tab in combo attributes with some check boxes for "Use Dropset" or something similar. You have to check the appropriate box for ZC to recognize the Dropset attribute.
