I only know about it from an article on Cracked, but there's apparently a fan-game based around this. You use some new machine Bill made to fuse the DNA of two Pokemon together and get one of these, and you go through the normal 8-Gym-Leader+Elite-Four routine with your new and powerful crimes against nature. I forget the name of it, and it's insanely late for me and I'm about to go to bed, but a bit of poking around Google or Cracked should provide a link.

I don't think so, but 151 pokémon are enough for some crazy combinations
