Do you mean in the 1st Quest? If so, then you have to cross the river on the dock by where you begin.

Yeah please post in the other thread so there isn't a bunch of these threads. Don't worry, I will see it. Anyways, I when you beat level 3, Nico will give you a key. Head to Autumn Town. You will have to meet Donmore in the white house one screen down from the kid that is flying the kate. He has the key for Havasu Canyon. The Canyon is north of Autumn Town. Once there you will get into the Thieves Hideout and you will get the hookshot there. Use the hookshot to cross the canyon and go into Cerbat Desert. Level 4 is in the north west corner of the desert. Hope that helped.
