What program can change sound formats?

Also with such a program how do I do the following 2 (File... Sound change from this format to MP3 .... for example)

 

 

#1: Without changing how the sound is heard how do I change a .mid music file into a .mp3 music file?

 

 

#2: Without changing how the sound is heard how do I change a .wav sound effect file into a .mp3 sound effect file?

You're going to want Audacity.  That can do everything you're asking, and more.

The trick with midi would be to play the song in a media player, and record it using audacity using it's "record what you hear" mode.

 

With the wav to mp3, you'd just import the wav into the program and export it as an mp3.

 

To export to "LAME_mp3", you'll need to do an extra step when you install the program:  http://manual.audaci...g_ins.html#lame
