I have a couple of questions. What exactly do you mean when you say "Please vote only once per category"? Is it not allowed to nominate multiple members for each of the categories, so that the rule would only apply to the stuff where members are not to be nominated, like forum topic of the year or demo of the year? Am I allowed to nominate myself for every category (where members are involved)? Yeah, I'm just so full of myself!

In the instructions, it does say not to vote for yourself. Also, what I mean is for each category, only submit one selection or "N/A" if you do not wish to nominate anyone/anything. You can vote for the same person in multiple categories. Hopefully that helps!

One thing I noticed, "Dungeon of the Year" and "Most Creative Dungeon" kind of seem like redundant categories. Otherwise the category selection is pretty concise and superb.

What do you mean? It's perfectly possible to design a dungeon that is both incredibly creative as well as absolute crap.

Okay here's another question. Would it technically be allowed to only vote for 1 or 2 sections and leave everything else as N/A, or would this get me banned?

Well it wouldn't get you banned obviously, but I really do encourage everyone to try and complete as many of the categories as possible. Keep in mind that after the nominations close, polls will go up for final voting based on all the nominations, also.
