If you mean a mermaid with upper-half fish parts then I suppose it is theoretically possible, albeit a bit silly.
If you mean a mermaid with lower-half fish parts then no, she would drown at the very least. Evolving boobs and using opposable thumbs in open water makes about as much sense as inventing a waterproof towel.
